115.19.0esr (64-bit) is not "obeying" target="_blank" to open a link in a new tab.
I did not notice when it started, could be about a month ago, but it happens with links I create, as below, and links on web pages all over the web, that have target="_blank" specified.
The last Firefox update was:

This link to: http://www.google.com has no target parameter and should open in the same tab as this page is being shown.
The link above works properly in Firefox, Chrome, and an old version of SeaMonkey (version 2.53.20)
This link to: http://www.bing.com has target="_blank" and should open in a new tab.
The link above works properly with Chrome and an old version of SeaMonkey (version 2.53.20) But with Firefox, it opens in the same tab as this page is being shown, as though the TARGET was not specified.
Anyone have any idea as to why Firefox isn't opening target="_blank" in a new tab/window?
Is there some setting I may have accidently set to cause this? I searched through the Settings and found nothing that might cause.
